Mr. Chairman : Thank you Ms. Orasa! Now, before we begin. Ms. Secretary,
kindly roll the call.

: Thank you so much. I would just like to announce that we obtain
a quorum this evening and we gained a 100% of attendance.

Mr. Chairman : Very good.. A big hand to everyone..
: Okay, next.. Ms. Secretary, please read the previous minutes

Mr. Chairman : Are there any corrections to the minutes? (no one will answer)
: There being no corrections, the minutes stand approved as read.

: The next business in order are the reports of the Standing
Committees. Has the Committee on Finance any report to
make?

Ms. Orasa : Mr. Chairman, the Committee on Finance wishes to report that
we had collected P450.00 for our donation to the Bantay Bata
foundation. All the names of the sponsors are here together with
the amount that they gave and of course, their signatures.


Mr. Chairman : Is there any objections to her report regarding the donation
to the Bantay Bata Foundation?

Mr. Castañeda : Mr. Chairman, I would just like to clarify some matter.
Because, she said a while a go before the assembly, that she `collected P550.00 due to an additional contribution that Mr. Perez gave yesterday.

Ms. Orasa : Mr. Chairman, yes.. I’m so sorry.. Its P550.00 not P450.00. It is
because of a hundred peso that Mr. Perez gave yesterday.
Apologies to everyone.. Not all of us are good in math. Thank you
for reminding me Mr. A

(everyone will laugh)

Mr. Chairman : That’s fine Ms. A. Even I sometimes find difficulty in a simple
arithmetic. Anyway, moving on.. Is there any other objections ladies and gentlemen?
(no one will answer)

: I suppose, this is already clear to everyone. If there are no
objections, we will file the report as made. The secretary will record the acceptance of the report.

: Next business in order are the reports of the special committees.
: Has this special committee anything to report on?

Mr. Verona : Mr. Chairman, we have nothing to report on this evening.

Mr. Chairman : Okay.. so it means.. we will now proceed to the next business in
order which is the unfinished business.

: It was moved and seconded in the previous assembly that the
following pending motion be taken up today. The pending questionis whether the Alpha Society will join the marathon races this December. Are there any objections? (Pause. No one rise)

Ms. Camila : I move that the resolution be adopted.

Ms. Orasa : I second the motion.

Mr. Chaiman : It has been moved and seconded that the resolution: Resolved,
that Alpha Society join the marathon races next month, be adopted.

(everyone will raise their hand). The yes have it and the motion is
carried. The resolution is adopted.

: Now, ladies and gentlemen.. the next business in order is the
discussion of our first program for this month.

Mr. Verona : I propose that the following resolution be adopted: Resolved, that
Alpha Society support the anti-pollution and the food production
program of the national government.

Ms. Camila : I second the motion.

Mr. Chairman : It is moved and seconded that the following resolution be adopted:
Resolved, that Alpha Society support the anti pollution and the food production program of the national government. Is there any discussion?

Mr. Castañeda : Mr. Chairman

Mr. Chairman : Yes, Mr. A.

Mr. Castañeda : Since today is my birthday, I would just like to ask Ms. Victorino
if we can have a date after the assembly?
(everyone giggles and will create a noise)

Ms. Victorino : We are talking here a serious matter and what you are saying
Mr. Castañeda is out of order!

Mr. Chairman : Silence everyone! I understand Mr. Castañeda that you want
to celebrate your birthday to the girl you admire most. However,
what you want to ask/propose has no connection to our
subject matter today. So, with that.. Ms. Victorino is right.. you are
out of order. She cannot entertain your question, k?

Mr. Castañeda : I’m so sorry Mr. Chairman

Mr. Chairman : Its okay. Anyway, going back.. Is there any discussion about this
motion?

Ms. Balbuena : Mr. Chairman

Mr. Chairman : Yes, Ms. C

Ms. Balbuena : I move that the motion be amended by striking out the words’
“and the food production”.

Mr. Verona : I second the motion.

Mr. Chairman : It is moved and seconded the resolution by striking the words
“and the food production” so that the resolution if amended will
read: “Resolved, that Alpha Society support the anti pollution program of the national government”. Do you accept the change Ms. A?

Ms. Orasa : Yes Mr. Chairman, I accept the change.

Mr. Chairman : Are there any objections? (Pause). There being no objections,
the words “and the food production” will be eliminated in the
resolution so that the resolution reads: Resolved, That Alpha
Society support the anti pollution program of national government.

: The vote is on the amendment to the resolution that Alpha
Society support the anti pollution program of national government. Those in favor of the amendment, kindly raise your right hand. (pause). (Ms. Balbuena will not raise). 5 out of 6 votes or 83% . Yes
have it and the amendment to the resolution is carried.

: The question is now on the resolution as amended which reads:

Ms. Orasa : I move that we amend the amendment by substituting the words
Local Government Unit of Iriga in place of the National Government

Mr. Chairman : It is moved and seconded that we amend the amendment by substituting the word Local Government Unit of Iriga in place of the National Government so that the amendment if amended will be
read: Resolved, that Alpha Society support the anti pollution program of the Local Government Unit of Iriga. Is there any discussion on the amendment to the amendment?

Mr. Castañeda : Mr. Chairman

Mr. Chairman : Yes, Mr. A

Mr. Castañeda : I rise for information. I should like to ask the lady a question.

Ms. Balbuena : Excuse me Mr. Chairman, I’ll just go to the rest room.

the change of the words “National Government” to ‘”Local
Government Unit of Iriga”

Mr. Chairman : The lady has given her answer. The question is now to amend
the amendment by substituting the words “National Government” to ‘”Local Government Unit of Iriga” which reads: Resolved, that Alpha

: The vote is on the amendment that Alpha
Society support the anti-pollution program of the LGU of Iriga. Again, to those in favor.. please raise your right hand. 4 out of 6- 67% (Castañeda and Balbuena will not raise their hand) .

The next business in order is the amendment which reads: Resolved: that Alpha Society support the anti pollution program of the LGU Iriga. Is there any discussion on the amendment as amended?

Ms. Camila : Mr. Chairman, I rise to a question of privilege.

Mr. Chairman : State your question of privilege

Ms. Camila : I don’t intend to scare everyone but my third eye is open. May we
have the door close a little?

Mr. Chairman : If there are no objections the Sergeant at Arms will close the door.

Mr. Chairman : the question is, whether the body wishes to adopt the resolution
that Alpha Society support the anti pollution program of the LGU
Iriga. You have heard the motion. All those in favor, please stand
(everyone will rise). 6 out of 6 votes.. 100%..wow! Again, the yes
have it and the motion is carried. The resolution is adopted. So it means, that our first program this month is our support to the
anti pollution of the LGU Iriga. Any violent reactions? or questions
regarding to this?

Mr. Chairman : All right, are there any announcements, requests, or items that the
assembly may wish to have known?

Ms. Orasa : I move for the adoption of the resolution: Resolved, that this body
express its thanks and appreciation to Mr. Dandy Fraginal for
giving his fullest effort and time to train all of us on how to be a
good parliamentarian.

Ms. Camila : Mr. Chairman

Mr. Chairman : Yes, Ms. B

Ms. Camila : In addition to that, without his presence.. our organization will not
be recognized as the “Most Outstanding Youth Organization in
Asia”. So, it is right to give him thanks for everything that he did.

Mr. Verona : I second the motion

Mr. Chairman : It has been moved and seconded that the Organization express
its thanks for the kindness shown by Mr. Dandy Fraginal by giving
him a token of appreciation. Those in favor, raise your right hand.

And because of that, may I call on Mr. Dandy Fraginal to receive
